refactor: remove common-cache action

Delete common-cache action and all associated test files. All actions
now use native actions/cache@v4.3.0 instead of the wrapper.

Deleted:
- common-cache/action.yml
- common-cache/README.md
- common-cache/rules.yml
- common-cache/CustomValidator.py
- _tests/unit/common-cache/validation.spec.sh
- _tests/integration/workflows/common-cache-test.yml
- validate-inputs/tests/test_common-cache_custom.py
