feat: switch to biome, apply formatting, shellcheck (#227)

* feat: switch to biome, apply formatting, shellcheck
* chore: apply cr comments
* chore: few config tweaks, shellcheck hook now py-based
* chore: lint fixes and pr comments
* chore(lint): megalinter, and other fixes
